My six years, nail stickers for Christmas. They say that to allow implementation with clear nail polish, or you can increase color. This painting, place the sticker on, then a transparent layer? Do you need any level initially dry?

Yes to paint to dry, can apply to dry stickers, apply or clear topcoat and let it dry!
